Crucially, EMS consent is a SEPARATE approval that sits on top of any planning permission and Building Regulations — an install can be permitted-development for planning yet still need EMS sign-off.

The WGC-EMS solar design guide (policies EM1/EM5) sets unusually specific criteria that EMS case officers actually apply: wall-mounted panels are 'not acceptable in any position', metallic/reflector-coated panels are not acceptable, arrays must read as a clean rectangular block (officers reject scattered 'pepper-potted' layouts), and panels must be set DOWN from the roof ridge and IN from the roof edges. Detached structures such as garages and sheds, and rear slopes, are explicitly noted as 'more acceptable' because they are less visible from public vantage points.

On roof orientation, EMS historically granted consent only for REAR or SIDE roof slopes, but the policy was revised so that an appropriate front/principal-slope installation can now be approved where the case officer judges it does not harm the character of the street scene — a visual-impact test rather than a blanket front-slope ban. The town's housing stock is dominated by Louis de Soissons' inter-war neo-Georgian red-brick design (the company ran its own brickworks), and the wider town carries additional heritage controls — multiple conservation areas plus Article 4 Directions restricting roof and elevation alterations. This uniform, tightly-controlled street scene is precisely why all-black framed/rail panels and discreet flush mounting matter far more here than in a typical Hertfordshire town.

Welwyn Hatfield residents are eligible for Solar Together Hertfordshire — the county-wide group-buying scheme run by Hertfordshire County Council in partnership with iChoosr, which launched across Hertfordshire in January 2025 (that round's registration closed May 2025). It runs in periodic waves for solar, battery and EV-charger installs; a genuinely local scheme worth acknowledging, though it does not handle EMS applications, which remains the homeowner/installer's responsibility.
