Census 2021 counted 78,942 households in Luton by accommodation type, and three in four live in houses: 40.3% in semi-detached homes, 22.0% in terraces and 12.9% in detached houses, 75.1% in all. Another 20.5% live in purpose-built flats and 2.9% in part of a converted or shared house. Luton Borough Council lists five conservation areas. Three are primarily commercial: the town centre, Plaiters' Lea: The Hat District, and High Town Road, which the council calls the core of Luton's earliest suburb. Two are primarily residential: Rothesay, designated in 2003, and Luton South, designated in 2010. Under Part 14 as amended by S.I. 2026/896, in force since 27 August 2026, the conservation area condition for a house does not cover roof slopes: it stops panels being installed on a wall, balcony or roof enclosure that fronts a highway. A flat-roof array on a house in a conservation area needs an application for a prior approval determination before work starts. The council also notes that some conservation areas have additional controls, so if your home is in Rothesay or Luton South, check with the council before a survey rather than after.

London Luton Airport's safeguarding team is responsible for making sure that no developments within its 15km safeguarding zone, measured from the middle of the runway, have an adverse effect on the airport's operation, and the airport gives large banks of solar panels as an example of something that can interfere with radar. The centres of the LU1 to LU4 postcode districts are all within about 7km of LU2 9LY, the postcode of London Luton Airport Operations Limited. That does not mean a typical house installation goes to the airport. The CAA explains that the operators of aerodromes protected in law are statutory consultees in the planning process, panels on the roof of an unlisted house within the Class A limits need no planning application, and Part 14's safeguarded-land restriction appears in the wind turbine classes, not the solar ones. For a solar project that does need planning permission, raise safeguarding early: the CAA's aerodrome safeguarding team recommends early consultation with the aerodrome authority.

PVGIS, the European Commission's solar model, estimates that a 4kWp array at a 35-degree pitch in Luton would make about 4,095kWh a year facing due south, 3,274kWh facing east and 3,191kWh facing west (SARAH3 data for 2005 to 2023, 14% system losses, terrain shading only). An east or west roof therefore delivers roughly 78% to 80% of a south-facing one. The season matters too: the south-facing estimate is about 498kWh in July against 138kWh in December, and about 68% of the year's output arrives between April and September. At Ofgem's October to December 2026 average unit rate of 26.32p per kWh, a GB average that varies by region, 4,095kWh used at home would be worth about £1,078; exported at Outgoing Octopus's 12p it would earn about £491.
