Do I need planning permission for solar panels in Milton Keynes?
For most addresses, no. The council lists only two conservation-area Article 4 directions: Olney, which covers extensions or alterations, porches and the painting of exterior walls on all dwellinghouses, and Wolverton, which covers extensions or alterations to elevations fronting a road, including side elevations on corner properties, front hard surfaces, the removal and replacement of walls, and satellite dishes to the front. Neither names solar panels. Elsewhere in the city national permitted development applies, and in a conservation area the restriction under paragraph A.1(2)(e) of the amended Part 14 bites on a wall, balcony or roof enclosure that fronts a highway rather than on a roof slope. A listed home is the exception: since 27 August 2026 it is outside Class A, so it needs planning permission as well as listed building consent.
